My favorite site (ereaderiq.com) stopped doing free books because of Amazon's policy changes for ebooks.
I like http://hundredzeros.com, too, but not as much.
For handpicked fiction books, I found this site, which I think is pretty good:

Anyone have any more suggestions? I am particularly interested in scifi and fantasy books, but I am open to most things (except romance books).
