Which video converting program is the best?

I found Dvd Fab & 1more program that converts video files to 1080-4k. They also convert them to All types of Supported deivces for example Kindle fire HD cell phones, many more. Also blue ray creator converts video files to create 1080 files to blueray disc. When i do use these 2 programs it uses decode & encode support with a Amd/Intel grahpics cards.Amd supported decode encoding was supported H264. Which Encoding only supported Nividia cards.Is their a program that decodes & encodes with h264 support compabitity on both Amd/Intel cards. If Nivida supports encode only & decode for h264.Guide me over somewhere so i can get this softare.Trying to get use out of my new pc. I have a Ati Radeon 240 graphics
