Why dont police carry a copy of the law with them?

The idea is rooted in preservation of civil liberties and curtailing opportunity for abuse of power.
I propose this;
Each police officer should carry an electronic copy of the law (on a kindle or equiv).An officer should only be able to complete an arrest of an individual after siting and showing, on request, the law that has been suspected to be broken.
If an officer is unable to locate the relevant legislation then they should contact a legal representative (on a specific police legal hotline) who can help them find the relevant law.
A person may be temporarily detained (ie cuffed) while waiting for the law to be presented to them but cannot be taken in.
I don't think this would be too expensive to implement as the ereaders could be pretty cheap and the mundane arrests of a police officer on the beat would mean that the hotline wouldn't need to be used too often as most will be for the same offenses which the police are already well aware of.
