How to stop network devices from using all the bandwidth?

I recently got AT&T U-verse, which gave me a download speed of around 400 kb/s on my computer. The other devices in my house, a Kindle and a laptop, could download (at the same rate, I assume) without causing me any lag whatsoever. However, I'm now getting over 1 mb/s download speed, as are the other devices. Because downloading now consumes the full potential of the bandwidth, any device that downloads steals the bandwidth from all others, making it virtually impossible to use the internet on more than one device simultaneously. How can I cap the bandwidth (back at 400 kb/s) for all the devices so that the internet can be shared evenly?
