When Was the Idea of Hell as Afterlife Introduced in the Bible?

Deuteronomy 32:22 contains the bible's first mention of "hell": For a fire is kindled in mine anger, and shall burn unto the lowest hell, and shall consume the earth with her increase, and set on fire the foundations of the mountains.

There are a few other mentions, but nothing about humans going there if they sin against God.In other instances, if they steal or kill or touch the tabernacle, they will be killed or smited by God, but as far as I can see, there's no mention of sending them to an eternal hell as punishment.

Is this idea only in the New Testament?
