Difference between kindle fire with special offers and without special offers?

I am hoping to get the new Kindle Fire 6 inch and I would like to know the difference between the Kindle with special offers and the Kindle without special offers I do have the previous 2012 edition with ads and for a couple dollars more I do not mind getting the one without ads

So which is the one without ads?

or without special offers?

and also can i buy the one without ads at Best Buy?
