Ways to get internet (like a cell phone does), without having and internet connection at home?

My boyfriends daughter, is turning 12 and she lives across the country. Her mom refuses to get internet in the household, even though we offer to pay.

She's not old enough for a cell phone, is there a way to get connected on other devices? She has an ipad, but it's only good on wifi.

Can the Kindle provide internet service? Is there something else we can do?
Added (1). **She refuses to get it because she's cheap, and doesn't work. She always tells us she's going to get it, but never does. It's been the same run around story for years, and sucks when she won't answer the phone for us to talk to the kids.
